Background:
During the years 2010-2013, the LBI-HTA conducted 9 reports1 within the project “Re-orientation of the Austrian parent-child preventive care programme” and developed a comprehensive scientific basis for the further development of the parent-child preventive care programme in Austria. At the same time, the Austrian Federal Ministry of Health and Women (Bundesministerium für Gesundheit und Frauen, BMGF), together with several experts, formulated the “Child health strategy”2. The “Gesundheit Österreich GmbH” conducted reports on “early support/ early intervention”3, pilot projects started in some Austrian federal states in April 2014. In December 2013, the Austrian Federal Government agreed on the qualitative advancement of the mother-child-pass as part of their work programme 2013-20184.

During the LBI-HTA working programme 2014/2015, the aim of the project was to support the BMGF in defining an appraisal process of the decision support documents, especially of the last LBI-HTA report on screening recommendations from international evidence-based guidelines, in the Austrian context. We searched for successful processes from Austria and other countries regarding the appraisal of evidence in a national context, we conducted a workshop with Prof. Ina Kopp (Association of the Scientific Medical Societies, AWMF) and we described and summarized the identified process examples5. On the basis of the national and international examples, a process for the evidence appraisal in the context of the further development of the Austrian mother-child pass was developed in consultation with the BMGF and a process manual was prepared6. The process was initiated by a kick-off meeting in October 2014, since then monthly meetings of a multi-professional and interdisciplinary expert working group (FAG) for the further development of the mother-child-pass are held in the BMGF (see also www.bmgf.gv.at/muki). Against the backdrop of the appraisal and contextualization of the scientific basis provided by LBI-HTA (especially Part IX which was updated in 20147 and 20168), the aim of the expert working group is to formulate specific (predominantly screening-) recommendations for a future mother-child-pass programme.

In February 2017, the part of pregnancy and puerperium has been successfully completed. The evaluation of screening measures during childhood (0-6 years) has started in March 2017.

Aim of the project:
The aim of part X is the scientific support of the appraisal process for the further development of the mother-child pass initiated by the BMGF.

The aim of part XI is to summarise all FAG recommendations for pregnancy/childhood and to prepare the results for upcoming process steps (steering committee, stakeholder group).

Methods:
Ongoing activities for the monthly meetings of the expert working group:

  1. preparation of the meetings
    • definition of the topics for each meeting’s agenda
    • preparation of the presentation slides on the basis of the LBI-HTA project reports
    • additional research of information (if necessary) (e.g. literature, internet research, external experts)
    • briefing of the moderator
  2. presentation of the information of the LBI-HTA project reports and the additional information in the meetings of the expert working group and taking minutes
  3. follow-up work of the meetings
    • preparation of the protocol

Report Part XI: Further development of the mother-child pass: Screening recommendations of the expert working group for pregnancy (Part XIa) and childhood (Part XIb):

  1. grouping of screening recommendations by
    • pro-/ contra-screening; no recommendation
    • screening point in time
    • screening method (e.g.;  laboratory, ultrasound,..)
  2. in addition, recommended contents of medical history/ risk factor assessment and of counselling will be presented
  3. all FAG- protocols and comments will be displayed in the supplement

Time schedule/milestones:

October 2014 – ongoing: activities for the monthly meetings of the expert working group

July 2016 – June 2017: grouping of recommendations

July/August 2017: quality control (assessment of comprehensiveness by FAG members)

Autumn 2017: completion of the report Part XIa

starting in January 2018: grouping of recommendations for childhood (Report Part XIb: Further development of the mother-child pass: Screening recommendations of the expert working group for early childhood)
