Evaluations

Regular external evaluations are a cornerstone of our quality assurance processes. The AIHTA and its predecessor organisation, the Ludwig Boltzmann Institute for Health Technology Assessment (LBI-HTA), have already undergone four independent evaluations.

Evaluation 2025

From July to December 2025, the independent, non-profit research institute WPZ Research GmbH conducted a comprehensive evaluation of the Institute.

The key findings are as follows:

  • Outstanding quality and efficiency: The AIHTA was recognised for delivering excellent work, both methodologically and scientifically, while making highly efficient use of available resources.
  • High relevance for decision-making: Stakeholders surveyed regarded our findings as scientifically robust, methodologically sound, and particularly valuable for evidence-informed decision-making.
  • Independence confirmed: The AIHTA operates independently and free from economic or political interests.
  • Dynamic growth: The volume of our work has increased considerably in recent years, particularly through activities related to the Evaluation Board and the EU HTA Regulation.
  • Efficient use of resources: Compared with international peers, fewer resources are available per staff member. Nevertheless, the AIHTA delivers substantial added value, including through greater cost transparency and the reduction of unnecessary interventions and services.
  • Broad thematic scope as a strength: The diversity of topics covered is widely regarded as a significant asset and source of potential.
  • Successful organisational growth: Structural adjustments have effectively supported and accompanied the Institute’s growth.
  • Strong networks and partnerships: International collaborations, as well as partnerships with universities and public health institutions, were highlighted as particular strengths.

The report makes the following recommendations for the further development of the AIHTA:

  1. Strengthen positioning and visibility: Communicate the Institute’s mandate, added value, and expertise more clearly, and disseminate findings more widely in accessible formats.
  2. Establish a sustainable funding model: Ensure predictable core funding, complemented by strategic resources for independent initiatives and competitive conditions for attracting and retaining highly qualified staff.
  3. Increase the institutional uptake of HTA findings: Legislative and systemic frameworks should ensure that HTA results are systematically incorporated into policy decisions, as is already common practice in many other countries.

Conclusion: The evaluation confirms that the AIHTA makes a vital contribution to evidence-informed, transparent, and efficient health policy, both nationally and internationally. We welcome this endorsement of our work and view the recommendations as an important roadmap for the future.
