In Austria, health economic evaluations have so far played only a limited role, partly because there is currently no national guideline providing a standardised reference method (reference case) or a uniform approach to cost estimation (costing process). However, a reference case and a costing process, through which resource use is identified, measured and valued, are essential for ensuring the comparability of health economic analyses and supporting evidence-based decision-making within the healthcare system.
In Part 1 of this project, the AIHTA examined the respective reference cases and costing processes used in 12 countries. Part 2 focuses on identifying relevant Austrian data sources for the calculation of unit costs, conducting use cases, and deriving methodological standards for their application in health economic evaluation, healthcare planning, and system governance. The findings will contribute to the development of the Health Economic Guideline project.
